Genre: Fanfiction(lord of the rings)

Help: So, Relion is Legolas' love interest. Legolas is basically the most likeable character, all my readers love him. But I feel like not many of them like her. I need my readers to be emotionally invested in her, to like her, to relate to her, etc. How do I do that?
