1. Add font of your choice.

2. Remember to rasterize the text layer.

3. Go to filters and choose moving blur and change strength and direction of your choice.

3. Use smudge tool to make smokey effect.

4. Go to move layer and then mesh. Change the shape of the text to make it more abstract.

5. Change the color of the text to make it more translucent for future purposes.

7. Change layer to add for a brighter and translucent text.
