First, you get your images:

Put your png over the background.

Then, adjust the effects.

Next, go to Phonto, and add text.

Then, go back to PicsArt, and add an image for overlay.

Adjust the opacity.

Then, tadaa!! You're finished!!

It may not turn out the way you want, but you can do whatever it takes to do so.
