In the song, it is mentioned that Halsey [or a girl] is in love with a boy who is ignored.  What do ignored people do? They become sad [blue], they do stuff they aren't supposed to do [crimes; drugs] and they just loose hope [ripped at every edge].

The model in the cover has a bullet through his nose, he has an angry expression and is blue [you can see]. Secondly, the text is brighter which focuses on the words 'Colors' which means 'vivid or lively'. The darker part focuses on the 'blue' which implies 'sadness or solitude'.

Love is colorful, and the only way to change a person's heart from blue to colorful.
