So far, my and my sister's PlayStation 4 is set up and all, but the screen won't stop flicking downwards? Like an endlessly rolling casino screen.

I tried fixing it by putting my PlayStation to Safe Mode, but it didn't do anything but change the screen;;;

One of my friends said to move around the console or USB. But I'm still quite confused-?
