Here is my speech.  (Minus introduction)

One-third of the CO2 released into the air is directly from the United States, but what makes that number so dramatic is the fact that the US is only five percent of the global population. So why do we, America, cause such damage to our own world when we are here to protect it? Some may even question what damage? The wildfires in California, floods in Kansas, heat waves found nearly everywhere, hurricanes on the east coast, and the increase or lack of rainfall. Are only a small number of what climate change has done. With the now in mind the United Nations' Intergovernmental Panel on Climate Change (UNIPCC) have predicted that in 85 years, with the warming of around 2 degrees celsius every year, many coastal regions will either be flooded or close to being flooded because of the rising sea levels. With the rising sea will come diseases into territories that have never encountered such diseases causing thousands to perish. The rising sea will allow hurricanes and cyclones to go farther inland by just a bit, but cause more devastation to those who don't expect such weather.

Last August in Johnson County there were multiple flash-floods and my apartment was hit three times. The night of the first flash-flood we had around 5 inches of rain in two hours. My dog, Howard, was swimming in our house confused and scared at two in the morning. I remember my mother rushing into my room and telling me to get everything off the floor the house is flooded. I had lost ¼ of my belongings and my brother lost his car he had just bought that month. We ended up having to evacuate our home because of the mold that had grown in the carpet and walls. Many others were injured and luckily no deaths occurred. This rainfall is one symptom of climate change and there could have been fatalities.

Walking to the side will not be acceptable. That much is clear and as a Jew it is my responsibility to "Take care not to spoil or destroy [god's] world," as Midrash Religious Commentaries says. This is why I am here. To protect my own home, my friend's home, my family's home, your own home, our only home. "Do not destroy," is a Talmudic concept, but we have broken that. Species have been forced into extinction and forests have been demolished by our own hands. Now is the time to change . In November of 2014 at the G20 Summit, President Obama pledged to contribute $3 billion to the Green Climate Fund for 10 years. The Green Climate Fund was established to help the poorer countries who have been severely affected by climate change and help them adapt to the changes made. However, President Trump has announced he will provide no money in the future to the Green Climate Fund. At the Paris Agreement in late 2015 countries discussed adaptations and mitigation. On the 12th of December in 2015, 196 countries agreed to reduce greenhouse gas pollution dramatically and provide funds to vulnerable countries. However, President Trump announced that the US will leave the Paris Agreement on January 1st of 2017. Fortunately, the absence of the U.S. did not discourage the other countries and they still march foward. Now America has a chance to do something again. We ask for you to Co-Sponsor the 100 by '50 Act. H.R. 3314/S.987 This bill will mandate the use of fossil fuels in the year 2050. The use of fossil fuels will not just be taken out at the year 2050; instead, every year the amount of energy sold by utilities will go down each year until 2050 where there will be none. To accommodate the loss of funds many companies will lose, the bill will create grants for clean public transit, assist the cost of solar panels and other energy efficient upgrades for low-income families, as well as creates job training programs. This bill will be difficult to achieve, but so is any option left. This is why I ask for you to agree with the 100 by '50 Act. Thank you.
