Chapter 27

Police Dispatch Emergency Call. 11:30 AM.

Virginia State Police Department.

Officer Hubbard: Unit 431, Officer Hubbard to Dispatch.

Dispatch: 431, go ahead.

Officer Hubbard: Requesting immediate assistance at Prince William Hospital. We’ve got a stolen vehicle report and triple homicide.  White, 25 year old female, and two officers down. Suspect still at large.

Dispatch: Request granted. Can you report suspect location?

Officer Hubbard: Awaiting location confirmation from Unit 434 Officers Dalton & Ramirez. They’re tracking a stolen vehicle a couple miles down the road. Could be our guy.

Dispatch: Unit 434, what’s your location?

Officer Dalton:  We’re in pursuit of stolen police vehicle on Sudley St. & Grant.

Dispatch: Unit 434, Report suspect status.

Officer Dalton: White, 30-year-old, male, armed and dangerous. Matches FBI warrant profile. Code one.

Dispatch: 10-4. Dalton, can you confirm stolen vehicle?

Officer Dalton: License plate and squad car number confirmed.  Prince William Hospital reported missing police vehicle this morning belonging to Officers Kendall & Martinez of Unit 432. Suspect believed to have killed both officers. Hospital security cams picked him up hiding out in and taking Unit 432’s squad car early this morning.

Dispatch: 10-4.

Officer Dalton:  He just hit 80 miles per hour. Suspect is off-road near Dumfries Rd. and Sinclair Mill, south side of Lake Jackson. Requesting back up.

Dispatch: Granted. Dispatch to Hubbard, can you assist?

Officer Hubbard: On my way. Coming down Dumfries. Dalton, are you still on him?

Officer Dalton: Yeah. Call the feds on this son-of-a-bitch. He’s cutting through the woods at 90 miles per hour.  It’s all rocks and branches in here.

Dispatch: Officer Dalton, SWAT is en route. What’s your position?

Officer Dalton: Somewhere off Sinclair Mill. We’re way off road. Suspect lost control of vehicle. Both back tires blown out. Will attempt to take into custody.

Dispatch: Dalton, attempt arrest and stand by for SWAT. Hubbard, what’s your position?

Officer Hubbard: Dumfries and Cobb. Trying to get around traffic.

Officer Dalton: Suspect exiting vehicle. Just confirmed his ID. Last name, Evans. E-Everest, V-Vault, A-Adam, N-Nancy, S-Scott. First name, Liam. L-Larry, I-Ida, A-Andrews, M-Mary. Dispatch, 10-4?

Dispatch: 10-4. Dalton, use extreme caution.  High-risk arrest. SWAT en route. Stand by.

Officer Dalton: Suspect opened fire on my vehicle! Multiple shots! Ramirez is hit, get back up out here immediately!

Officer Hubbard: Dalton, are you okay?

Officer Dalton: 10-4. But I need a med-team here now! Suspect still has me under fire. I can’t get to my accompanying officer. Hubbard, what’s your position? I need cover!

Dispatch: Dalton, Med team is en route. SWAT ETA 15 minutes. Hubbard, confirm your position.

Officer Hubbard: Off-road near Sinclair Mill. En route to Dalton.

Officer Dalton: Suspect ceased fire. Can’t confirm his position.

Dispatch: Dalton, can you confirm status of Officer Ramirez?

Officer Dalton: He’s a couple feet in front of my squad car. I need cover to confirm. Suspect’s position still unknown.

Officer Hubbard: Dispatch, I’m coming up behind Unit 434.  Dalton, I’ve got you covered, go ahead and confirm Ramirez.

Officer Dalton: 10-4. Gunshot wound to the chest. He’s critical.

Dispatch: Paramedics advised. Officer Hubbard, can you confirm suspect’s location?

Officer Hubbard: No visual. It’s dead quiet out here.

Dispatch: Units, 434, 431 hold your positions. SWAT confirmed on Dumfries and Sinclair Mill. ETA 10 minutes.

Officer Hubbard: Suspect has opened fire!

Dispatch: Units 434, 431 are you 10-4?

Officer Hubbard: 10-4! Still can’t confirm suspect’s position, we’ve got gunfire coming in from the sides.

Officer Dalton: Hubbard, watch my back! I gotta cover Ramirez!

Officer Hubbard: He’s shooting the hell out of us! I can’t see the bastard ‘cause of all these damn trees! There’s no sunlight down here!

Dispatch: Dalton, can you confirm suspect’s location?

Officer Dalton: Not yet, but we’ve shots coming from east of our position. Hubbard, do you have visual?

Officer Hubbard: I have visual! Dispatch, permission to return fire?

Dispatch: Denied. Stand by for SWAT.

Officer Hubbard: We’re trapped out here!            

Dispatch: Hold position.

Officer Dalton:  Dispatch, we need all units who can assist in the area out here now! Call in support from all surrounding state police units.

Dispatch: Request Denied. All states units suspended.  SWAT en route, stand by and hold your position.

Officer Hubbard: Bullshit! Dispatch, who the hell called off our units?

Dispatch: Classified. Hold your position.

Officer Hubbard: What are you talking about? Since when is back up denied to state officers?

Dispatch: Officer Hubbard, hold your position. Dalton, report Ramirez’s condition.

Officer Dalton: Where the hell is that med team? He’s dying out here!

Dispatch: En route. Stand by.

Officer Hubbard: I lost visual on suspect. The bastard ran back into the goddamn trees again!

Dispatch: Units 434 & 431 hold your positions. Can you confirm suspect’s location?

Officer Hubbard: Negative.

Officer Dalton: Shots fired! Shots fired! I’ve got visual! Dispatch, permission to return fire?

Dispatch: Denied. Stand by for SWAT.

Officer Dalton: I’m hit!

Dispatch: Dalton, are you 10-4?

Officer Dalton: I’m secure, just a graze. Suspect is headed northeast of our location. Hubbard returning fire!

Dispatch: Hubbard, cease fire immediately, do you copy?

Officer Hubbard: We’re sitting ducks out here, like hell I’ll cease fire!

Dispatch: SWAT confirmed in area. Dalton, do you have visual on SWAT team?

Officer Dalton: Yeah, we’ve got officers on foot about 200 feet away.

Officer Hubbard: Dalton, get down!

Officer Dalton: What the hell are they doing? Multiple gunshots fired! Multiple gunshots fired! SWAT’s shooting at our unit! Hubbard is down! Dispatch do you copy? My gas tank’s hit, my gas tank’s—

Radio Silence.

SWAT Assistant Commander:  SWAT Unit 41 Assistant Commander Sharp to Dispatch.

Dispatch: Go ahead, 41.

Sharp: Two-car explosion confirmed. Targeted officers non-responsive. No visual on suspect. Fire & Med team recovering bodies.

Dispatch: Can you confirm successful elimination of units 434 & 431?

Sharp: Negative. Still awaiting response from med team.

Dispatch: Copy.

Sharp: We just got a request in from the state police department. They want SWAT to stand down, their boys want to shoot our suspect on sight. Can you authorize?

Dispatch: Stand-by. Forwarding request to senior commanding officer & M. Anderson.

Radio Transfer. Dispatch to Sean Hewitt, SWAT Unit 41 Senior Commanding Officer.

Dispatch: Dispatch to SWAT Senior Commander Hewitt.

Hewitt: Go ahead.

Dispatch: Can you authorize request from state police to pursue & eliminate suspect?

Hewitt: Stand-by, Dispatch.

Radio Transfer. Sean Hewitt to Senator Mitch Anderson.

Hewitt: Hewitt to Anderson, do you copy?

Anderson: Yes sir, Mr. Hewitt. Tell me some good news! I’m en route to Manassas. Did you recover the Evans boy yet?

Hewitt: No, sir. We’re still in pursuit. The state is requesting authorization to pursue and eliminate Evans. How do you want us to proceed? We’re under pressure from the locals to hand him over and let them shoot on site. Can you authorize?

Anderson: Negative. I’m paying you guys to pursue and recover, and I’m paying them to stay out of the way. Who the hell do they think they are requesting a hit on my target? Get more of our federal guys over to their offices to keep them quiet. Evans is mine. He doesn’t die until I tell him to. Remind those trigger happy hicks over at the VA State Police Department who’s in charge of this operation.

Hewitt: Evans killed a good deal of their officers, sir.

Anderson: I don’t care who he’s killed. You keep him alive until I get down there and tell you otherwise. Do you copy?

Hewitt: Yes, sir.

Anderson: I’ll be in Manassas in a half hour, so get those goddamn state cops under control, open up a wire transfer from my account if you have to. Did your boys get rid the two officers who fired on Evans?

Hewitt: Yes, sir.

Anderson: Then we shouldn’t have any problems. Get my agents down there to classify dispatch’s records of today’s phone calls. I don’t want any paper trials.

Hewitt: Yes, sir.

Anderson: I’ve got a press junket at City Hall at 12:00 PM and I can’t have the state police rattling off about dead officers. I’m in the business of winning an election, not sympathizing with dead cops. The Evans kid is slated to be the face of this whole kidnapping/murder situation, once I get him ready. I’ve got a PR team ready milk his hospital massacre, and my clean up guys silencing the buzz around police units we killed out in the woods. We’ll pin that on the boy too. Let’s keep the country’s focus on him, not on us, alright? You just get Liam into custody quietly, and have him ready to talk by the time I get there. Loosen him up if he’s any trouble. Just make sure he can still talk when you’re finished. Understood?

Hewitt: Understood.

Anderson: Good man. Anderson, out.

Radio Transmission Ended. Hewitt Transferred to Dispatch.

Hewitt: Commanding Officer Hewitt to Dispatch.

Dispatch: Go ahead.

Hewitt: Connect me to Swat Unit 41 Assistant Commander Sharp.

Dispatch: Copy.

Hewitt: Sharp, do you copy?

Sharp: Yes, sir.

Hewitt: The State Police Department’s request to pursue & eliminate suspect has been denied. All ground SWAT units ordered to pursue and recover suspect alive. Repeat, State Police Department denied all further pursuit. Relay to their units immediately. 10-4?

Sharp: 10-4.SWAT Ground units advised. State Unit advisory on stand-by. I’ve got the Virginia Police Superintendent on the line, do I patch him through?

Hewitt: Negative.

Sharp: What about his officers, sir?

Hewitt: Did the med team confirm both units dead?

Sharp: Yes, sir.

Hewitt: Good, they disregarded direct orders from dispatch to cease fire. That’s what happens to officers who step out of line.

Sharp: With all due respect sir, they were justified in opening fire. I would’ve shot at the suspect if I been in their position. He’s a cop killer, sir.

Hewitt: Then you would’ve been gunned down just as quick, Sharp. Anderson is in charge, he gives orders, and we follow em’. Simple. If he wants to protect that monster, we let him do it as long as we’re getting paid, understand?

Sharp: Yes, sir.

Hewitt: Good, and don’t talk to me about your opinions again, son. Just do what you’re told.   Sharp: 10-4. How do we explain this situation to the State, then?

Hewitt: We don’t. This is black ops, son. The men who died here today were killed in action by a criminal, not SWAT, understand?  

Sharp: 10-4.

Radio Transmission ended. SWAT Unit 41 dispatched to pursue & recover Suspect Liam Evans.

Hewitt: Hewitt to Anderson, do you copy?

Anderson: Go ahead, Mr. Hewitt.

Hewitt: Evans is in custody. $100k wire transfer to the State Police Commissioner is complete. He’s cooperating. State police are quiet. Clean up crew is finished in our neck of the woods, looks like we weren’t here.

Anderson: Pleasure doing business.

Radio Transmission Ended.
