Herobrine is NOT Ash

Just as Notch is NOT Cloud

In S1, Minecraftia is run by the Minecraftian Council, headed by Notch, Herobrine, and Steve.

In S2, Minecraftia is not yet ruled by its Creators. Instead, it is ruled by the more elder Creators in the Capital.

In S1, main characters include all Minecraftian Council members.

In S2, the main characters are Ash, Cloud, and, later, Alekos.

Plus the Moirai but yeah they're not always around. Moirai is just another term for the Fates.
