Looks: Blond hair, and is not too tall or short, fat or thin. Very plain, with nice purple-dress shirts with a silver vest sometimes, black slacks, and clean shoes. Wears glasses over his purple eyes.
Unique?: Arms are covered with purple tattoos, which can glow at seemingly random times. Has a tattoo of a third eye on his forehead, some arguing that it moves, sometimes.
Personality: Cecil is a very genial person and seems very well acquainted with the folks about town. Indeed, though he may not be aware of it, he seems to be one of the town's more prominent citizens. He is very fond and proud of Night Vale, despite its horrors (many of which he has experienced firsthand) and often provides comfort for the residents of the town during times of uncertainty or danger.
