There are a few requirements in order for him to shapeshift as another person. Lyle needs to see, hear and touch someone in order to be able to copy their appearance. Those conditions are cumulative. He doesn't get their memories, omly their appearance & with that the same voice.
It's not an unlimited ability however, as it can not last longer than a few hours and if he gets physically hurt, the time in which he can hold his shifted appearance shortens drastically. Once a new face has been unlocked by achieving the conditions, he could shapeshift into that person whenever.

Personality:
Mischievious, social, cunning, talkative, untrustworthy, there's a variety of labels that one would put on this particular fae and yet not a single one could describe him accurately on its own. Lyle is sociable, but not necessarily in a likeable way. He has a knack for intetionally choosing people who are quiet, timid, or avoidant, to have conversation with them. He socialises in order to have fun, it's sort of a lifestyle for him. Lyle is the kind of guy who lies as a a hobby, without having a real purpose to do so. He enjoys spitting whatever non-sense scenario first pops into his mind, like inventing a whole story about his childhood just to make people feel bad about him and mess around with their emotions. No one can take his word for granted, because he would avoid saying the truth even in situations that require it, putting his life at risk for some entertainment. 

He lets his wild, childish nature guide his actions, which makes him quite unpredictable. He cherishes his life though, as keen as he is on playing with fire, so he can bring a stop to his stupid games if he deems the circumstances too dangerous. Maybe only extreme cases can bring an end to his foolish gambits - maybe there are other exceptions... but figuring out what is truly going on through his mind would take as much time as solving a complex puzzle. When he isn't wasting away his breath talking like there's no tomorrow, one would mistake him for the stereotypical elegant fae, who's lived long enough to be as wise as he is mischievious. Too bad that as soon as he opens his mouth, this impresssion would most likely dissipate. Wisdom isn't his greatest suit, and the only bag of experience he holds close to his heart is that of fooling people for fun. 

Lyle can be your best friend and worst foe at the same time, depending on a coinflip that he decides to do that day. But even he needs a break fromgoofing around all day, in all these years of living, at least one day per week you could see him being less talkative, and you'd even see him being a bummer, muttering things like ' life's so long that everything feels boring at this point' - at rare times like this, one could actually catch him off-guard, a glimpse of his real thougts, previously veiled behind stupid lies.

Background:
His mother was the embodiement of elegance in his eyes. She was a dignified woman who wore herself with pride wherever she walked by, even in her own home. It's not that she was a strict parent, on the contrary, she was more understading than his father when it came to punishing Lyle for misbehaviour. It's no surprise that he was always gettimg in trouble as a child, after all his turbulent personality is a shadow of his bad education. Or more like, lack of an education.
His mother was too preoccupied with being pretty and well-liked in their community, she had this ideal image about herself that she could never break - a mask that she wore in front of everybody. His father was more a lackey than a husband, there to do her bidding, to babysit Lyle before he could start talking and walking. As soon as he started it, Lyle was pretty much all alone as a child. He got food, clothes, a house, but his parents were absent from his life. His father was supposed to teach him the basics of fighting, as he was a veteran of war, but he didn't for he had 'other matters to attend to'.
Lyle wasn't interested in the idea of enrolling in the military, as most faes do at a certain age, so he postponed and postponed, playing the victim, breaking a leg, finding even the smallest excuse to 'train' more before actually enrolling. At least in order to make his lies seem real he did indeed start learning how to handle weapons, in particular long-ranged ones such as bows. Seeing as he lacked elemental powers or enhanced strength, he needed something better than mental games and shapeshifting - weaponry. He's far from being an expert, but he knows the basics at the very least.

Other:

- Lyle loves making bets on anything, by his own rules and on his own whims. One could call him a gambler, he's not too far off from that label, but it's not a hobby of his or a way of earning money. He simply does it for fun sometimes.
-As mentioned in his backstory, he knows how to handle bows, crossbows, anything long-ranged that keeps him at a fair distance from enemies. After all, close combat isn't his strong suit at all.
